Last I checked, they do activate the valve, but also attack it. Granted, this was a few months ago, so it's entirely possible it's gotten broken since then.

There's also the fact that you can just stuff it in your backpack when you're not going around tranqing people. Really, this issue isn't much of an issue at all.

If they don't know what the chems do, then they're shitty doctors and their punishment is not using the good medicine. Doesn't seem to be a problem to me.
