While you can make a person do and say anything you wish, you can't make them think anything you wish, and, when giving orders, that comes from your thoughts.
Thus you can tell a person "kill yourself" and they can say "you too" and you both have to suicide or you are breaking the rules.

I'd think that the first mindslaver would take priority. Think about it, a mindslave is utterly loyal to their master and would never do anything bad toward their master unless given direct, precise orders. Then the mindslave, commanded by their master, mindslaves their master, making them utterly, completely their pawn.
But! Who does the first mindslave answer to? The mindslaved mindslaver! While the mindslaver does now obey their mindslave, the mindslave themself is still under the command of the mindslaver who, while now forbidden from making their mindslave die, is still the one where the orders come from. You essentially become your own mindslave via your mindslave who, as your mindslave, is still also your mindslave!
Thus, as I see it, there's no infinite recursion, and you could give yourself orders through your mindslave.

This is very explicitly NOT how mindslaves work. They're not allowed to kill their masters unless ordered to do so.

If it happened by mistake (implant gun misfire), then due to the deep-seated loyalty of the original mindslave they would recognize their error and correct the issue asap.
You can't simultaneously implant eachother, since the implant itself applies a stun, so that's not possible either. The first person on the draw wins it all.

Alternatively, mindslave gets implant gun and mindslave implant from master, master and mindslave track down a target, master accidentally runs in front of the implant bullet.
