Code question though: when you use a mechanics cart to scan something does it go to every ruckingenur kit? Or is it tied to the cart somehow?

No idea, but I'm guessing it acts like the handheld scanner does, where you have to beat it against the ruckingenur kit to transfer the blueprint.
