Stun Baton nerf/buff

Swap out the current battery with a smaller charge, but self refilling one.

Give it enough juice to do two charges at full capacity, with a recharge rate fast enough to get another stun out before someone can recover from one.

Benefits: Sec no longer has to rely on harm batoning someone once they've ran out of charges. 

Cons: Less crowd control

This idea could be field tested a bit by having both batteries available in the Sec equipment room
