Genetic stability doesn't go up

when you remove a mutation. This allows you to transform anyone into a monster.
I discovered this when the captain was under 50 stability. I removed him a mutation but his stability didn't change. I then added the mutation to see if it was it. Stability went down. Removed and added it again. Captain became what people become at 0 stability. The mutation was rad resistance.

(This also works the other way, too. Apply a negative mutation, stability goes up, remove it, stability does not decrease.)
