I actually kinda like the web shot ability idea. Upon hitting the target it could knock them on the ground ala slipping on water, then have them sit there until the web wears off (maybe quicker if you mash RESIST). You'd have to give it a big cooldown to avoid overuse, but being able to tie up a criminal and take a picture before Security arrives sounds like it would be SpideyTASTIC!
Might be neat if you could make a web trap on the ground, too. Aim at a floor tile of your choice and boom: the next poor sap to run across it will be stuck in place for a few seconds! Perfect for catching a fleeing perp or stopping that nefarious clown and his car!
