I thought the cheget puzzle was a separate puzzle? The new radio shack is probably a seperate puzzle too.
So I guess were currently dealing with 3(or more) puzzles. For cheget, think of what was added to the game at the same time.

As in the keys aren't there anymore. Some of the people from #sol took note of this and left a bomb at one of the telesci locations, which has been reflected in one of the logs by an officer activating it and blowing the fuck up.

ALRIGHT HERE WE GO FOLKS. This is an easy, step by step guide to how to access the Goonhub Secret Terminal and all of the juicy goodness contained therein.

1. Tune your radio (be that a station bounced radio, a headset, or whatever) to the frequency of 148.7.
2. Wait.
3. At the next 15-minute interval in the round (so, 15 minutes, 30 minutes, 45 minutes, and so on) you'll hear a jingle and a series of numbers. Write these numbers down.
4. Separate the numbers into seven, three-number segments.
5. Retrieve the nearest available copy of The Helpful Hydroponics Handbook.
6. The three numbers of each segment correspond to a paragraph, word, and letter in the Handbook, respectively. Some important things to note: You start counting everything at 0, not 1. (So the second paragraph is actually 3, the seventeenth word is actually 18, etc.) Hint boxes, disclaimers, and everything before Chapter 1 and after Chapter 4 do not count! Finally, the letters are case sensitive.
7. After determining the passcode in Step 6, go to http://http;//www.goonhub.com/secret/.
8. Type in "bee" and hit enter. Bask in the glory of the ASCII bee.
9. Put in the passcode. Congratulations, you have logged into the Secret Terminal!

From there, you have a few different commands, kind of similar to the DWAINE interface...but it's actually linux. Here's a super quick primer on the different commands needed to get you where you want to go:
cd [name] - Changes your current directory to the selected folder.
cat [name] - Displays the selected file. Note that it has to be a file.
ls - Gives you a readout of all the folders and files in the current directory.
cd .. - Goes back to the previous folder.
clear - Clears your display.

There are two folders containing notes. From the original directory is the "sbill" folder, which contains a variety of documents from an investigation on Shitty Bill. Interesting stuff.

In addition to that, if you go into the "home" folder and then into the "terra8" folder, you'll find the really cool stuff: A variety of logs detailing NT expeditions to various telesci locations. This folder gets a new log put into it just about every single day, and the actions in the new logs are actually reflected in the game. Furthermore, recent actions taken by the #sol team have actually been reflected in the logs. Cool stuff.

Important note: The numbers you get from the radio frequency are only good for a certain amount of time! If you want to access the secret terminal after a while, you'll need to find the newest set of numbers and figure out that code.

On the back of the note is a scribbling: When Blaise says the name of the target, the key of the other unlocks the knowledge.
