Free hats trait not working with certain Jobs

I've come to notice that the trait that replaces your personal item that you spawn with into a variety of hats does not work with jobs that do not start with a backpack.

Basically, joining/starting the shift as a clown or a tourist (both start with fanny packs) will deny you your free random hat.


Come to think of it, I don't think either of those two jobs start with personal items. Bug or feature?

I feel like this might be some sort of exception in the code where there's no line dictating whether to spawn the items in other starting containers.

If you can't use the free hats trait to spawn as a clown with a fruit hat, what's the point of having a free hats trait?
