For goofy shells I propose:
-Space Drugs Smoke Shell
-Tetrahydrocannabinol (THC) Smoke Shell
-Cat Drugs Smoke Shell
-Ethanol Smoke Shell
-Space Lube Foam Shell
-Glitter Smoke Shell
-Colorful Reagent Foam Shell
-Carpet Foam Shell
-Helium Smoke Shell
And perhaps some shells to keep in the armory/order through QM in experiment weapon crates or something:
-Itching Powder Foam Shell
-Morphine/Haliperidol Smoke Shell (probably too much)
-Cryostylane Smoke Shell
-Concussion Shell (impact explosive that sets off Hootingium [Or Sorium, though that might be a bit much] reaction)
-Crowd Control Foam Shell (You know, Capsaicin)

I'm amazed nobody has suggested an Ice shell yet. Slippery enough to turn any group of people into a clusterfuck, but not as harmful as space lube smoke would be.

Here is a few goofy shell ideas.
Clown Shell: Makes a honk when lunch, and releases confetti rather then smoke.
PETA Shell: Releases 1 random station animal. Can be any non hostile Animal that is normally found on the station.
Food Shell: Makes random food when fired, great for when the chef is too lazy to make food, or on a murderous rampage.
Joke Shell: Can't be loaded into the riot gun.

Sonic Round: (Possible 1 telecrystal item),A box would spawn of like 8 shots of 40mm that, when fired, act like the vuvuzela, this would be inferior to the vuvuzela in just about every respect but due to the fact that its cheaper, and allows you to diversify yourself as opposed to just setting up a rampage kit. No real way to get these outside of traitor spawn.
Fart Shell: (hacked item?) Launches a shell that upon impact, releases one of those noxious fart clouds and produces a fart sound, not really useful for anything outside of trolling and causing minor brute damage as well as minor suffocation damage, but certainly good for confusing people

I think some more "tactical" ammo could be neat.
Of course someone could in theory just have the detective run in with a handgun and thermals after you smoke bomb the room so that the traitor can't see the detective.
Or a fellow officer wearing thermals and carrying a taser.

You should be able to find some of the more extreme 40mm launcher ammo off station, either in the mining/derelict z-level or in telesci. That way you can't just get them from a hacked dispenser but they're still available.

40mm Flash Bang Grenades for riot control (Only in the armory, you can still use normal flashbangs otherwise)
Acid Grenades (Traitor/and or telesci item) Sprays Flurosulf acid on tiles and people, in about a 3x3 area. Eating the floor and their clothing
Slug Grenades (You can already do this with the SGs but would be nice to have a dedicated one) It's a direct one shot grenade thats fired like a bullet. And will hurt like a bitch causing some good brute damage on hit (I would say add these to the workbench later on so that you can make custom ones with the Arc Smelter.)
Incendiary Grenades Works like CLF3 + Fire Foam mixed together on impact point but has a fire that starts for a short time like the Experimental weapons fire grenades.
Bandoleer. Either a belt slot or back slot item that lets you hold 40mm or 12ga ammo on you (Boxes or just single shots) Comes in the armory or with a new traitor grenade launcher kit. Gives them 3 types of randomized 40m grenades the bandoleer and a either 1 or 2 barrel launcher

glue shells: Disperse a wide binding agent over floors and crewmen, making dudes kinda stuck and trapping their feet so they can't move around as quickly or at all.
Breaks after a short while. Hands could still probably be free, so it's best used as an offensive run away thing, or a defensive keep them still thing.
alternatively an officer can go walk on binding agent covered floors by cleaning them with space cleaner before hand.
Basically like feetcuffs.

shock shell: Release voltagen smoke, turning everyone in it's vicinity into a human harm-baton.

Just stick a grenade in the launcher and watch it fly out.
The janitor's cleaning grenades? Cram 'em in! Flashbangs? Vend a whole backpack full and use those!

Cramming grenades inside the launcher should have a risk of the nade getting jammed and exploding in the barrel.

I like the slug grenade idea.
For the goofy shells, give the clown traitor the ability to get "Honk!" shells. When fired they make a honk and upon impact create a cloud of rainbow colored smoke. (Don't think it's possible with the byond engine, sadly.) If it's impossible to code just have it emit painbow fluid smoke.
For the detective: Luminol Smoke Shells.

Can we get traitor disease shells too? Good old fashioned biological warfare with ebola shells and HIV shells would be interesting (suddenly everybodies covered in a red mist of blood and suddenly everybodies not feeling well.
