qm orders need more restock cartridges

keeping it short - add extra restock cartridges to every cargo order that includes them.
i don't like how every restock order lets you refill only one of each included type, regardless of how much is missing from the vendor in question, why not add one or two extra cartridges?

The vendor cartridge should refill the inventory of the whole vendor completely to its initial amount.

If not, please bug report that.

my issue here is how you spend money on a crate to completely refill only one vendor (of each type) instead of multiple, which makes it extremely impractical in most cases to even bother buying cartridges since it's a lot of money to refill a good portion of vendors on station (especially mini-meds now that health analyzers are mainly obtained from those), i'd rather spend 1.2k to refill at least 2/3 mini-meds, not only one

I personally have to agree to firmly disagree with this. Restocks range from 600 to 2400 credits per crate. From my perspective there are lots of avenues to earn the funds to cover that. In the scenario that literally every crew member is going out and buying health analysers that you require a station-wide restock regularly: That's an issue with how we're handling health analysers and not something I've remotely observed. If someone someone's getting so many requisitions for health analysers or anything that needs so many restock cartridges to threaten a cargo budget I have questions about how that's even happening with the requisition mechanic or how its valued. There are a wide variety of ways to build up cargo's budget compared to the other two budgets we currently have: Research and payroll, and often it's the primary feedpipe.

I'm struggling so much with the idea that the cost is the issue here that I genuinely feel I must be missing something, which I may well be and if it becomes clear I am please disregard this. It's also a personal opinion and people's views on raising funds for cargo will vary but as it currently stands if I was asked I'd say cargo actually needs more moneysinks, not less. I'm kind of flabbergasted.
