You should not be able to shave a wizard whos wearing a facemask
#1
It makes no sense that you can instantly shave a wizard's beard with a razor by clicking them once, even while they're wearing a face mask, face masks should block the shaving. Also, maybe it should have a fast action bar, so you need to stun the wizard for a short time to shave? Currently, its instantly meaning you can just rush down a wizard with a razor blade and disable their spells with a single click, no action bar.

I could have sworn wizards needing beards to cast spells was removed before I even started playing.

Yes and no, once the Wizards beard is shaved they have a period of time where they cannot cast spells, wait out that time and you can cast without a beard (this was the last time I tried it anyway)

Yes, but you can get your non existent beard shaved again, it's weird and makes zero sense, maybe it is a bug? No idea

Nevertheless, you also shouldn't be able to shave a masked wizard, and it shouldn't be instant either, its too strong of a counter to fully disable all of a wizard's spell with a single click, because even if it's temporary, it's good enough to stun or even lethally hurt the wizard.
