About the PR
This PR (re-)adds security uniforms, radio headsets, and boots to security equipment lockers, as well as flashbangs, which have a 15% chance to be replaced by a riot launcher.

**_Security lockers in the debris field have been replaced with a derelict subtype which contains only the current items (no uniform, headset, etc.)_**

This is my first mapping PR, so I might've missed something.

Why's this needed?
There was a conversation in the Discord's RP chat on these lockers being rather underpowered, considering the risk that an antag would have to take to break into a sec checkpoint, steal the locker, and somehow open it. Suggestions were made to add a headset and uniform, as well as boots, since these are things that would make sense to keep in an equipment locker. I'm open to changing the riot launcher probability, or maybe downright removing it from the possible loot pool.
Additionally, this would put more importance on the sec badge for verification.

Flashbangs are replaced? I'd assume it's because of how strong the combo can be, seems a bit odd though Also not a massive fan of the Headsets being there but I don't care a whole lot, if people want them there then sure, I guess it makes sense with how public most of the lockers are.

Yeah, there were come concerns about the flashbang-riot launcher combo, but out of all the changes, it's one which I care less about.

the azone/debris field sec lockers should not become loot pinatas again imo

Don't really have an opinion on this one way or the other, honestly. I feel like this might just make the available lockers from offstation like debris field and azones no-brainers for any enterprising thieves. On-station? sure, I guess. Though there are plenty of ways to get security headsets regardless.

I totally agree, I actually hadn't thought of those yet. Maybe there could be an abandoned subtype for those?

I would be against the headset. Once security catches onto the fact that the comms are compromised all it does is just makes the security communication annoying as they swap over to PDA messaging. 
But if you do go unnoticed, it's quite powerful.

Antags already have means to get access to security comms quite a few ways and this just seems like a handout.

But the idea is pretty dope imo. Maybe even replacing one of the lockers with spare equipment- as mainsec get a bit cluttered with all the disks, pinpointers... Stuff's always all over the floor

This PR has been changed to specifically exclude debris field sec lockers from the new loot. Getting a sec headset (and all the other things) should be challenging, after all.

Isn't there something like a Captain's headset and PDA found in the depths at random or certain substations too?

I do know there is the "engineering challange" that holds a CE's gear.

I think the two debris field spawns were the biggest concerns. The new loot can also be found in the azone sec closets.

Getting a wiretap is still more convinient than breaking into a sec checkpoint, stealing a locker and breaking it open, particularly since the checkpoints are usually in rather populated areas. And if you're going trough all that effort just for sec channel access, you might as well just break into the Captain's quarters.

If them being in azones is the issue, I could also remove the new loot from those, altough I think that's not really necessary.

I like this change, since it gives antags an alternate method to listen on security comms. I don't personally see how it'd interfere with wiretap, since you don't get every channel like you would with wiretap, and wiretap is more of a convenience purchase for when you don't want to/can't break into sec and steal some headsets.

honestly you can still listen into whatever channel you may want by just putting the headset in your pocket, not to mention bridge has most headsets (including security) but i reckon it might make getting sec headsets too easy
