Personal opinion
1. A taser only needs to stun someone long enough to get in close with a baton
2. A baton only needs to stun long enough to apply handcuffs

Tasers currently only stun long enough to close in outside of the edge-case of the shotgun being used at point blank.
Batons current stun is just barely enough time to cuff in the usual scenario, when you are fighting off random passers-by. It's unfortunately also long enough to get someone out an airlock.
