[PR] Adds the Syndicate Wet Floor sign

Merged/implemented. Syndicate floor sign's spraying functionality still works basically as described in the topic, but pali added anchoring / unanchoring floor signs with a wrench (just a wrench, no ID or fingerprint lock) and you need long/cleaning gloves to replace the payload.

As always, if you some ideas on how to improve the Slip and Sign or want something adjusted, feel free to make a thread.
