Getting a functional PDA means somehow bypassing the ID requirement for a PDA to be unlocked. Any packet nerd worth their salt with an unlocked PDA can grab a network tool cart and... basically have a free trait point. I *am* one of those packet nerds. Don't give that to me.

I do like the idea of ensuring that they have air however.
