There’s a conflicting set of ideas here.

Idea 1: Patches infuse slowly so that the opponent has a better shot at finishing you off

Idea 2: Patches infuse slowly so pre-applying patches gives a significant advantage in combat

Universe 1: Patches infuse a bit faster. Idea 1 is weakened, Idea 2 is weakened

Universe 2: Patches infuse a bit slower. Idea 1 is strengthened, Idea 2 is strenghtened

It appears like slow patches come with an inseperable upside and downside. Two sides of the same coin.
