Also, if you buckle someone to the chair, then load the chair onto the cargo cart, they don't go with it and are free to walk away. You can unload the chair from the cargo cart, and as soon as you physically pull it the person is instantly teleported back into the chair.

It's not cargo carts that are causing this but rather anything that causes someone to be disconnected from the chair without them specifically clicking to unbuckle themselves from the chair.
