You can already rip out skulls as a predator. I really don't see a problem with this?

Because you can do it to living people with a glass shard. It's an instant kill that can be performed with a glass shard.

The predator is a special antag designed around removing skulls, this is entirely different.

The way I proposed it, you would need the person to be in a drug induced coma and/or handcuffed and/or dead to decapitate them.

It wouldn't just be "lol I hit you with this glass shard and now I have your head":

You'd be sitting there and essentially cutting away for a minute with a timer telling you how long it will take just like when you try to resist out of cuffs.

The higher quality your tool is, the faster it will be.
