Expand the backstory of telesci areas

The blueprint Silvercloud is talking about, Project HELIOS, is something I would really like to see expanded on. Maybe even make it its own telescience area, which could be a springboard for expanding the Solarium backstory itself.

The end result is being able to build your own battledrone.
