Let security/captain adjust space contraband levels.

I know beepsky stunning everyone because they had a gun they got from mechanics is pretty funny. but if captain or HOS wants mass produced guns, being able to tell beepsky "stun batons are kosher" or "Beepsky there is a ling out right now, please only stun people with cylume sabers or rpgs" could be a good idea. Maybe from secmate and it could require HOS/captain level access?
