40mm launcher/ammo improvements

Threads are now merged. I like the idea of the vending machine for it. I intended to have the 40mm launcher be a multipurpose utility launcher for AOE stuff - it wouldn't be too awful to give them to more departments as an AOE thing, maybe replacing or augmenting the utility grenades. Using the utility launcher for meaner things would require theft and trespassing, so engineers wouldn't be able to easily start with crowd-control stuff.

Firefighting shell
Cleaning shell
Metalfoam shell
Hacked goofy harmless shells

Maybe:
Net shell
Mustard gas shell in surplus crates or something

No:
6-barreled launchers
custom loads (for now at least)
