40mm launcher/ammo improvements

I really think being able to custom load your shells would be abused every round until it got patched out. I think the best implementation would be a 40mm vending machine that dispenses things like smoke, heal, and firefighting rounds, which can also be hacked to dispense rounds like THC and space cleaner. Maybe have the machine where the launchers are right now and have it dispense them. This would get the riot launcher a good bit of use, but wouldn't viewed as an insanely overpowered hellsmoke launcher.
