Add a "destroy the engine" traitor objective

On a similar note, ban hellburns unless they're being done by a traitor engineer. There's no reason to do them these days and the engineer's job is to fix shit on the station, not to turn the entire central area of the station into something hotter than the accretion disk of a black hole.

There's no reason for nontraitor scientists to be building bombs but we don't ban them from doing it. I don't see why hellburns require admin intervention? I think hellburns are dumb, sure, but they're easy as hell to mess with and engineers throw hilarious fits when you do.
