The mining shuttle might be one of those weird areas that isn't simulated for atmospherics (if those still exist). It might also be open because it's a quick way to access space from the shuttle, which otherwise requires going up and around the mining magnet area.
As for a maybe-bug: The Security computer at the top of the lobby (right near the lockers/maint access door) doesn't seem able to connect to a printserver, so you can't print off sec records. Not that anybody actually does this, but you know.
