This is actually not true anymore. Neurotoxin sting may take a second to actually take effect, but with a little light dodging, a changeling can easily and effectively shut down two people. With some luck and hallucinogenic sting, it might be able to handle three. And that's assuming it hasn't managed to get any weapons yet.
