A werewolf hiding in a mans body?
Or is it
A man hiding in a werewolves body?

Neither? It's just a guy who is sick. Lizardmen aren't human because they are genetically altered into turning into actual lizards, and monkey-men aren't human because they were genetically altered into actual monkeys. There's no hope of fixing it, they're stuck that way.

Werewolves, on the other hand, are infected with lycanthropy and, ostensibly, centcom wants them alive for treatment (or research).

You could make them nonhuman for gameplay balance reasons, but i kinda like how not all "boo haunted house" monsters are equal.
