There's already casting limitations applied to the hat and robes, and we have alternatives for those. I don't think we should necessarily force people to have a beard as a wizard. I think the suggestion of making them a part of at least some of the hats would be valid, and you can keep the joke where shaving breaks the hat
Alternatively, maybe the beard provides a bonus rather than a negative? Stick a bottle of beard growing potion on the wizard shuttle so you can choose to have a powerful magic beard that makes your spells work better or skip it to play vanilla beardless wizard. I think that would be consistent with how we treat some clothing bonuses where looking cool means you don't get the best bonuses.
