Pouch for low tier crime and investigation. Zip-ties, tape, couple of flashes. Scanner, maybe a flashbang for a getaway.
Belt for the serious business. Batonga and friends, real cuffs, whatever loadout accoutrements I've picked. Usually another flashbang, a smoke and a cell.
Bag for whatever did not fit. Brew of choice, bean or wheat, and a donut are essential.
Fill empty spaces with flashes and/or cuffs of appropriate tier.
Imo, it's just important to regularly make pit stops at HQ. Caught without resources in the field? Retreat, restock, regroup. Don't stress about it.
