I have thought about this more, and it actually seems quite complicated. Not everyone WANTS to have "pve events to fight" all the time on very-very lowpop (i dont think any abbreviation will catch on).
the odd AI mob event could be cool, but what makes very lowpop most interesting is the people and the silly little things they are doing
there are other events can be interesting and fun, like white holes -- i don't know the whole list of current pve events used or unused
I *do* think, however, enabling sleeper agent rolls on very lowpop could be the bare minimum at the moment. Not as a guarantee, preferably if the antag dies (bc theres gonna be no midrolls), though it should still be possible for it to roll as an event, not fully disabled.
