Dr. Puggers - HoS application

I've played many a shift together with Puggers and can attest to their good qualities as an officer and their friendly nature overall. No matter what colour the jumpsuit has, i'm glad to see them around as i know they'll do a good job and respect those around them. They're communicative, responsive and helpful and i've seen them call shots and take direction when things went south. Personally i think they'd make a great fit for the red beret.
