I definitely think this idea has legs for anyone willing to datacrunch/observe the less used syndicate stuff on the lower end of the cost scale and "throw it in as a freebie" as it were: add it to kits/offers to maybe tempt people into trying a little utility, or doing something novel when they wouldn't usually consider it because they're not as willing to expend the cost on a tool they're not primarily aiming for or avoid out of a repeating habit of not being used to it so not buying it etc.
That's more of an aside to the actual idea here though, which I think could be good for priming people for ideas/approaches and helping them avoid choice paralysis. The surplus crate I hear you cry, and the surplus crate is good, but it's also essentially a gamble that might not remotely match up with anything you might want to do. This is more of a middle ground: You know what you're getting, but the rotation means you're not counting on it every antag roll and it might tempt you down a path you wouldn't usually try.
