I was going to post just do this, but Glamurio put it succinctly. You can still quickly flag someone if you need to, but you get a prompt popup so it perhaps gets people in the habit of providing some kind of reason.
I do think that it's still probably a good idea to be directly communicating with officers in a team instead of leaning on what's in their file, but also there's a lot of times where that officer who flagged it originally might be dead and I've seen plenty of rounds as AI where the team's doing a good job of communicating and just been left a bit baffled as to an arrest flag, so on balance it's probably worth doing.
