SecHUD flags fulfill this purpose in a roundabout way, but they're limited to 10 characters, so that means there's very little room to elaborate, and it's more useful for just labeling gang member affiliations or for IDing non-human antagonists. The "X has been set to arrest by OFFICER X" message could include the reasoning which would universally keep people on-track! Amazing idea.
