Cent Comm Ice Cream should always be secret hell chems

Two problems:

-People can get to Centcom before the end of the round, and this gives them access to OP death chems for free.
-When you take something rare and funny and make it less rare, it stops being special and also stops being as funny.

-Make it so the ice cream only spawns at round-end.

-Its so rare that you also never see it, which is far less funny or motivating to learn it, in my opinion.
