If you truly believe the craptain will abuse this, then it'd be best to leave inside the HoS's locker

This is a better idea. New people rolling security jobs won't go "the book that i found on the table says blah blah i must kill you its the law" which was written by a bad captain.
A HoS can make better space laws than a captain.
