I think the idea is funny, but doesn't really work as a weapon you'd carry around and aim at people.
The first thing that came to mind for me was a desk fan put on the table of Customs/HoP's work station with the ID scanner that he can flick a switch and have it turn to blow on someone else flinging them away from the desk.
