I can at least tell you that chems are coded to resist only certain status effects:

It was that way before the stun reduction rework too; crank in the 2016 code for example reduces the weaken, stunned, and paralyzed (which I and a couple other theorize is called Knocked Out now) counters by two every life tick, and there're a few other "stun" effects, like drowsy and misstep, that it doesn't reduce.
