I saw this, liked it, and made it:
- All borg modules have cell-cables item. Previously only civilian and engineering borgs did.
- The cell cables has 2 modes positive/negative; a red one and a blue one for Donating/Receiving power from an apc.

- I fixed a sort of bug with cell cables in 2016. When donating power, you used to give 2500 power to a cell for 250 internal power spent. That was a 10:1 ratio, now it's just 1:1.

EDIT: There was some extra file I committed, I've removed it from the PR branch. Also the new sprites are in icons/obj/items, and they are also included as a file alone in icons/obj/cell-cables.dmi
