Give artifact lab a cargo transporter on all maps

Seems pretty straightforward: if artifact lab had a cargo transporter on all maps (unless they do already), it would be easier for them to give artifacts back to other departments, and likely make those other departments (namely QM/Mining) more likely to give artifacts to artlab.

I think this tidbit of the Discord sums it up:
