Add department specific id computers so that the head of a department can grant/remove access for that department.
For example an MD could change access involving medbay, a CE could grant access to APCs, an RD could give access to telescience.
My initial take on the idea was "Gee, wish I could fire that jerk.", however granting heads this ability could make job shortages less annoying. Furthermore HoP is not a real job. Fight me
