Operative Rehaul - Cut out the Captain

You could do something as simple as spawn two nuke disks. Maybe one for the captain, and then a random crewmember is given the other one (just for fun's sake, not that it makes any sense).

The better idea emerges!

Depending on server population, nuclear authentification disks appear in the pockets of random heads and crew members and the operatives have to adjust their pinpointers to follow each disk.

The problem with this would be that people would huddle around the disk-carriers, arm 'em, or just toss 'em over to Sec, but then again, isn't that the point of a nuclear crisis?
