Oh yeah, I meant like, have it possible for a gang or gangs to be in every round type, not just Gang mode.
Maybe you can't join them and just start as part of one, or it's capped to a small number at start when it's not actually Gang Mode.
But I like the idea of gangs being a in other round types because it gives Sec more to deal with and gives antags an additional challenges/opportunities
