Honestly? Let's just ditch impotent miscreants. Redo miscreants and make them toothless traitors that can griff but not kill. Maybe give them an objective related tool or something. In order to keep it from being frustrating, something as simple as a handcuffing or a flashing could de-miscreant them.
As they are, miscreant objectives are just gameplay suggestions. There's nothing stopping you from doing them as a non-miscreant, and no reason to do them as a miscreant. It just never made any sense for a non-rp server.
