Disable roundstart wizards at less than 30 population.

Speaking from experience after a round last night on two, without a good sec team there is just no realistic counter to wizards at low population. Rampaging becomes trivial and the gimmicky spells like poly and cluwne aren't going to lead to much fun either. So you can essentially end up doing nothing but wander around the station as another person in a funny costume or trivially clear the station at your leisure.
