+3 Water Park Kit - Everything a fun loving citizen needs to clog every drain in record time and force every door open in a flash. Water balloons, galoshes and flippers included (and tools / rags for clogging drains, perhaps some super syndicate clogger that can't be unclogged. )

Whoopie Cushion - makes a fart when stepped on. Originally had this as 'makes you fart when stepped on', but that would quickly lead to Bible-related complaints.
a salt shaker - Makes people cry for a short period of time when used.
JK-47 - Assaults people with horrible jokes. Like, found-it-on-geocities-in-90s bad. Ah, the hours I spent looking up yomama jokes that I'd never, ever use.
Birb Launcher - Shoots eggs. Must provide own eggs. Bee eggs would probably also work.
