Use the robust NPC AI in more places

Suggestion: make the shamblers robust again, but change the robust ai to only be hostile if attacked first.

Eh, that would mean Syndicate agents don't shoot on sight. Maybe making a new AI that behaves the same if attacked instead of automatically instead?

Jesus, there's no need to make a whole new AI. Just make a configurable var or bitflag that sets whether the mob is automatically aggressive.

Personally I wanna see better bot AI. Secbots are very slow to get to somewhere when summoned, and floorbots have a hard time detecting where to repair

Alternate idea for diner NPCs: Because as far as I am aware, Donald "Don" Glabs or whatever he is called doesn't do anything, not even talking like the others, have him pull out a .22 and open fire if you try to harm any of the diner npcs.
