That's what I meant, station-leveling is usually accomplished through chemistry/toxins/a shitton of pipe bombs, none of which require traitor items. Heck, you can get a fully kitted out artypod without spending a single tc.

I hardly ever see rampage traitors these days - it's much more common for someone to grab an agent card, sleepypen, and/or emag and stealthily wreck things. On the other hand, without traitor items, it's much more difficult to do meaningful damage without resorting to smokes, bombs, or lasers.

As for it being an optional thing, no. The point is to push people into being creative and devious. Making it opt-in only defeats the purpose of reaching the exact sort of artless rampagers it's meant to address. You can certainly opt-out - but your alternative would be non-antag, not full-fledged traitor.
If existing traitors want to go hardmode, they already have the option via macrobomb.
Also by having a role dedicated entirely to being devious, we could see more secret devious options pop up.
This is a role practically dedicated to ghetto weapons and home made explosives.

I do wish to see something like this implemented.
We could perhaps have a little back story along the lines of rebel/defective clones with an increased aggressivity issue who just want to cause chaos rather than "budget syndicate traitors".
It would fit in very well with the hints that SS13 is entirely crewed by clones.
(Still make it part of traitors so people cannot opt out of hardcore)
