Add a "destroy the engine" traitor objective

The tone of this thread went from "More traitor objectives" to "Restrict what engineers can and can't do".

This is SS13. SS13 does not make sense in a lot of ways, so why does it have to in this way?

There's no reason for nontraitor scientists to be building bombs but we don't ban them from doing it. I don't see why hellburns require admin intervention? I think hellburns are dumb, sure, but they're easy as hell to mess with and engineers throw hilarious fits when you do.
