About the PR
This pr adds a chance (10%) for a wraith to spawn on the spy-thieves game mode if there is at least 3 round-start spies.


Why's this needed?
This should increase the chance that players get to play wraiths, while also giving sec something to do while the spy-thieves setup.

Was just a number I chose based on the max antags on the traitor game mode relative to the amount needed before a wraith can be roll. For reference, the max number of traitors is 5, and there needs to be at least 3 for a chance at a wraith spawning.

In my opinion.. the wraith can be very disruptive and powerful, though due to changes to the game they been nerfed quite a bit. (like the module rack)

So... why not just turn it on in Spy mode all together?
it will spawn more if it's just on by default.

I would rather it just be rare but show up on spief modes, yes. Five spiefs is a lot, so only highpop would benefit from this.

Forgot to mention, I lowered it to 3 spiefs. Still only a 10% chance to spawn.
