[PR] Equips medical doctors with medical belts and medical pouches on spawn.

PR's been merged/implemented a few hours ago. The pouches idea got axed, so instead Medical Doctors now spawn get just the empty medical belts. (Personally, I'm neutral. I've done fine with just menders and hypos on the belt and spare beakers of chems in backpack.) Per usual, don't be afraid to make a thread for feedback and suggestions.
